A large open park off Phạm Văn Đồng in Bắc Từ Liêm, built around a lake with a wide paved loop, sculptures and a monument, out in the northern suburbs where no visitor has any reason to be. Because it is newer than the inner-city parks the planting is still low, so it is a place of long sightlines rather than shade. Locals use it for running, skating, basketball and kite flying, and it is one of the few Hanoi parks where dogs are genuinely welcome. Entry is free and it is never busy.
